"Guided Clinical Evaluation"
Quick start
Do you want to conduct your clinical evaluation entirely or partially yourself? With Guided Clinical Evaluation, we support you precisely as much as you need – from targeted assistance to taking over individual sections. The scope of services is not predetermined, but rather developed collaboratively based on your actual requirements. Tailored entirely to your individual needs.

CEP – CLINICAL EVALUATION PLAN
The Clinical Evaluation Plan (CEP) is the roadmap for your clinical evaluation. Annex XIV, Part A of the MDR requires that the clinical evaluation follow a defined, methodologically sound procedure – and this is precisely what the CEP establishes.
It describes, among other things, the intended purpose and indications, the essential safety and performance requirements (ESPRs) that must be supported by clinical data, the intended claims and clinical benefit with their associated measurable parameters, as well as the methods and acceptance criteria for the evaluation. Furthermore, it defines the route of the clinical evaluation, namely whether your own clinical data are available, whether the equivalence route is applicable, or whether a clinical evaluation based on performance data (Article 61(10) of the MDR) is even possible.
Without a sound CEP, the entire clinical evaluation rests on shaky ground. This includes the modules Route & Strategy and Claims & Parameters.
Before you start writing, you need to determine the fundamental approach: How will you demonstrate conformity using clinical data? The MDR provides several options – in particular, the equivalence route (Article 61(3), specified in MDCG 2020-5), the route via a proprietary clinical investigation (Article 61(4) in conjunction with Article 62), and the use of existing clinical data and scientific literature. Additional requirements apply to certain Class III and implantable devices. In some cases, Article 61(10), the performance data route, may be applicable if demonstrating conformity based on clinical data is not considered appropriate.
What we do:
Based on your product idea and at least its intended purpose, we analyze which route is realistic and efficient for your product – for example, whether equivalence to an existing product is viable or whether your own clinical data needs to be collected. From this, we derive your strategy, which determines the entire subsequent process. You then incorporate this into your own CEP (Corporate Efficiency Plan).
CER (Clinical Evaluation Report)
The Clinical Evaluation Report (CER) is the final document of the clinical evaluation. It compiles all clinical data, assesses them, and draws conclusions regarding safety, clinical performance, and the benefit-risk ratio. Annex XIV Part A of the MDR and MEDDEV 2.7/1 Rev. 4 define its structure and content. The CER is the core document that the Notified Body examines particularly closely.
In this area, we take care of three particularly demanding sections for you: State of the Art, substantiating claims, and the benefit-risk assessment.
The state of the art describes the current state of medical knowledge: recognized treatment methods, available alternatives, relevant standards and guidelines, and comparable products. It is the reference against which the safety and performance of your product are measured – and a prerequisite for meaningful acceptance criteria. It provides data on the state of the art of the underlying technology, the underlying indications, alternative applications, and similar products.
From this, claims regarding the safety, clinical performance, and benefits of the evaluated product can be derived.
What we do: We write the complete state-of-the-art section based on the results of your literature search and derive the claims and measurable parameters from them. You provide us with the relevant hits from your SotA search, your existing CEP, and a product description with similar devices.
Literature search
A systematic literature review is mandatory for every clinical evaluation – regardless of the product class or the chosen route. Scientific literature is the central source of clinical data: for the state of the art in every case, and also for supporting evidence for your product or equivalent product, if applicable.
The MDR (Annex XIV) and MEDDEV 2.7/1 Rev. 4 (Appendix A5) require systematic, documented and reproducible research – a search “by gut feeling” will not stand up to scrutiny.
Depending on how much you want to do yourself, we offer two modules: the complete research or relevance classification only as part of it.
We will conduct a structured, documented literature review for you and document it with a plan, protocol and report.
What we do:
We develop and conduct the entire research process – from the search strategy and database selection to the keywords and execution. You receive a fully documented research report, including a search plan, search log, and search log. Ideal for anyone who writes their own review but doesn't want to set up the search themselves – based on the principle of "You write, we search.".
Extended Review
The Extended Review is an in-depth, independent medical-regulatory review of your clinical assessment – significantly more than a mere plausibility check.
We review your assessment using the MDCG 2020-13 checklist (Clinical Evaluation Assessment Report), precisely the same framework used by the notified body during its review. This allows you to identify weaknesses before the notified body does.
One important point: The independent medical review must be carried out by a physician – for many manufacturers the structural reason why they cannot perform this step internally.
What we do:
We assess your existing or self-generated clinical evaluation from a medical and regulatory perspective, uncover gaps and inconsistencies, and provide specific recommendations for improvement – as a preliminary assessment according to the MDCG checklist before release or submission for product approval.
You provide us with your complete clinical evaluation file (CEP, literature search documents, and CER), and we will prepare a detailed review report outlining all findings. (This does not include any corrections to the documents.)
Repair (Remedying non-conformities of the notified body)
If the Notified Body identifies non-conformities to your clinical assessment, every week counts.
Repair means: We get your clinical assessment back on track in a targeted and MDR-compliant manner – depending on the severity and your own resources, in two variants: Assisted / Outsourced (i.e., we take care of everything) or Template Support (you use our input and correct the deviations yourself).
We will fully address the deviations and "cure" your clinical assessment to be MDR-compliant:
What we do:
We handle the entire process, analyze the complaints of the Notified Body and create or “cure” your clinical assessment in compliance with the MDR – ideal in cases of serious deviations or tight deadlines.
Assisted Clinical Evaluation Guidance – the most intensive level
Continuous support for your team throughout the entire development process, including workshops (online and in-person) – if you require more than just occasional assistance. We tailor this offer to your specific needs, depending on the complexity and scope of your project.
